The Oxnard Downtown Management District (ODMD) is a 23-block self-assessment area (view map) established by property owners within its boundaries to invest in a clean, safe, and attractive environment, much like a shopping center maintains common areas and does marketing with fees collected from its individual tenants.
ODMD is a nonprofit mutual benefit organization, which manages the delivery of special benefits including public space maintenance, security, streetscape beautification, marketing, and business advocacy.
“Special Benefits” delivered by the ODMD are supplemental to what the City ordinarily provides to residential and commercial ratepayers – things like refuse pickup and police services. Operations are administered by dedicated staff guided by a volunteer Board of Directors comprised of Downtown property owners and merchants elected at large.
Formed in 2001, the ODMD is a proven public-private partnership that has produced a clean, safe and vibrant Downtown. ODMD’s current term end on December 31, 2019.
